Bharat Sanchar Nigam Limited (BSNL) has decided to offer FREE C-Top Up SIM Cards to it’s channel partners which include – Retailers, Direct Selling Agents (DSAs), Rural Distributors (RDs) and Franchisees. As per the latest information, BSNL will issue new as well as replacement (duplicate) SIM cards absolutely FREE to its channel partners all over India.
CTOPUP means ‘Channel Top Up’, which is a special type of SIM card BSNL normally issue to its retailers to do recharge as well as bill payment transactions of BSNL mobile customers. Commission for CTOPUP will be paid at the time of availing stock. BSNL categorized its retailers into 6 types (Diamond, Platinum, Gold, Silver, Bronze & Others) and offers the CTOPUP free call / data / SMS benefits depending on their category. Retailers / DSAs doing more business can enjoy more free calls / free data / free SMS on their CTOPUP SIM card.
An Official statement from BSNL regarding the cost of C-Top Up SIM under GSM prepaid mobile services read as follows:-
“C-Top UP SIM is to be provided free of cost for new connection as well as for SIM replacement”.
BSNL offer special commission structure to Retailers and Direct Selling Agents (DSAs) for the sale of BSNL products like – Paper Recharge Coupons, Flexy Recharge, Flexy Top Up, New Prepaid Mobile Connections (New BSNL SIM Activations), duplicate SIM card (SIM replacement), MNP Activation to BSNL and BSNL Postpaid Bill Payment.
Any one who is interested to sell BSNL products and services (Mobile as well As Fixed line products) on commission basis can join as BSNL Retailer or BSNL DSA. To enroll as BSNL Retailer, you may need to visit nearest BSNL Franchisee Office or contact BSNL Franchisee Manager in your location. To enroll as BSNL DSA, you may need to visit nearest BSNL Customer Service Center (BSNL CSC). Retailers/DSAs can do recharge / top up / bill payment transactions via CTOP UP SIM card issued by BSNL / BSNL Franchisee.

Is it possible for a BSNL DSA to issue duplicate SIM card (SIM Replacement) to BSNL Preaid Mobile customers ?
Yes. BSNL DSA (Direct Selling Agent) can issue duplicate SIM card via Sanchar Adhaar app if old SIM card is working. It means, this facility can be used for SIM up-gradation cases only. Customer need to send SMS and get OTP on his old SIM card. If customer BSNL SIM card is not working, it is not possible to issue a duplicate SIM card by a DSA.
Is it possible for a BSNL Franchisee to issue duplicate SIM card (SIM Replacement) to BSNL Prepaid Mobile customers?
Yes. BSNL Franchisees can issue duplicate SIM card to customers. This facility can be used for getting replacement SIM card for faulty SIM as well as for SIM up-gradation. SIM replacement cost of Rs.50/- which will be taken in cash from customer, On successful SIM replacement through BSNL sales channel i.e. Franchisees/retailers Rs.10 will be deducted from the balance of CTop Up SIM of the channel partners (i.e. franchisee/retailer) through which SIM replacement is being done.
‘BSNL Channel’ Android App for BSNL Channel Partners
BSNL already developed an Android App to help BSNL Franchisees and Retailers to make their business transactions simpler and easier. BSNL Channel app will hep franchisees / retailers having Android Smartphone to do their transaction in customer friendly way. It will also help them to know the latest schemes available.
The procedure for ‘BSNL Channel’ Android App (C-Top Up App) is installation is as below:-
After downloading the ‘BSNL Channel’ App from Play Store, franchisee / retailer need to enter user name (C Top Up Number) and password (MPIN). Once it is entered, an OTP (One Time Password) will be sent to C Top Up number. After entering OTP, the user can have access to do all C Top Up transactions. All the options including Recharge / Top up available in SIM Tool Kit (STK) menu are incorporated the App. This will be an additional channel to the existing channels like SIM Tool Kit (STK), USSD etc.
