To increase customer satisfaction, state run telecom majo BSNL has announced a major change in their postpaid billing system from the billing month of July 2023. As per the latest information, the PSU has decided to stop billing the fixed monthly charges (FMC) after service suspension for it’s DSL Broadband, Bharat Fiber (FTTH) & Air Fibre Customers. BSNL is currently charging the fixed monthly charge as per their enrolled tariff plan to customers who are under data barred / out going barred status on restoration of their services.
As per the existing billing procedure in BSNL, fixed monthly charge (FMC) is billed up to the date of disconnection of incoming facility in case of non-payment of bills by the customer in respect of services such as Broadband, FTTH & Air Fibre.
An Official statement from BSNL regarding stopping billing of Fixed Monthly Charges (FMC) after OGB for Broadband, FTTH and AirFibre customers read as follows.
In case of restoration of services, the FMC should be billed from the date of restoration only. FMC (fixed monthly charges) in such cases will not be chargeable beyond the date of withdrawal of outgoing facility up to the date of restoration.
Deemed Safe Custody Charge of Rs 99/- per month till Restoration of Service
However, deemed safe custody charge of Rs. 99/- per month (30 days) for the intervening period (i.e., after OGB date up to the restoration date) will be levied. There will be no pro-rata levy of Rs. 99/- per month, i.e. broken period of a month will be considered a full month for calculating this deemed safe custody charge. This deemed safe custody charge will be levied in case of restoration only, to recover cost of preserving customer fixed assets in safe custody.
Zero Charges for Customers making payment within 7 Days after Data Barring
However, if the customer makes the payment within 7 days from OGB date (i.e. OGB date + 7) and
connection is restored, no such deemed safe custody charge will be billed and further FMC should be billed from the date of restoration only.
No revenue share will be paid to partners on the deemed safe custody charge. The above instructions will be applicable for Broadband, FTTH and AirFibre connections with data services. Connections with only voice facility will be governed by existing procedure. The above procedure will be effective from billing month July, 2023.
