Mobile number portability (MNP) allows a prepaid / postpaid mobile customers to switch their existing mobile network provider without changing their existing number. This facility actually empowers mobile subscribers in India who are facing network or coverage issues. BSNL is the only mobile service provider who has mobile network coverage from Kashmir to Kanyakumari and even in the rural and remote villages. Nation wide MNP (Full MNP) was launched in India on July 2015 as per TRAI guidelines. With nation wide MNP, customers can retain their numbers while shifting between state and telecom circles.
To port out your existing mobile number to another mobile network, you need to send a message (SMS) to chargeable short code 1900. Here, the short code 1900 is not toll free. Acustomer need to have sufficient main account balance / validity to send SMS to chargeable short code 1900. The message format is PORT space MOBILE NUMBER. After sending PORT OUT message, a Unique Porting Code (UPC) will be genearted and the same will be intimated to you by an SMS from short code 1901. At present, UPC is having 5 days validity period. It means, PORT OUT from your existing service provider to the new provider has to be completed before the expiry of UPC.
Recently BSNL has made a new change in allowing outgoing SMS faclity to chargeable short codes from BSNL prepaid mobile numbers. An offcial statement from BSNL regarding this latest tariff revision read as follows:-
The competent authority has implemented the following under GSM prepaid mobile services with effect from 00:00 hrs of 16-08-2O21.
"Restrict / curb the Outgoing SMS facitity to chargeabte short codes with all those prepaid vouchers whose MRP is less than the smallest voucher which provide untimited voice facitity for 30 days validity under GSM prepaid mobile services."
Henceforth, the outgoing SMS facility is allowed to chargeable short codes with all prepaid vouchers of denomination above Rs.147/- and more only under GSM prepaid services. The list of chargeable short codes is given below for easy reference.
Note:-
- PLAN 397 and PLAN 197 have the different validity for FREEBIES and PLAN. The SMS short codes will be allowed till the end of FREEBIES validity of any Plan Voucher.
- lf a customer has both Unlimited Voice freebies and free minutes, the voice calls will take the free minutes as first priority.
- This implementation has been done for all LIVE STV / PV MRPs of Rs.147 and more only. SMS not allowed to chargeable short codes by using Top-up Vouchers alone i.e., Customer has to recharge with PV/STV more than 147 and should have sufficient main account balance to send short code SMS.

If you are trying to send SMS to any of the above short codes listed, you need to have minimum recharge of Rs 147/- or the minimum recharge amount having 30 days unlimited voice calling facility. At present, BSNL offers 30 days unlimited voice calls with Recharge of Rs 147/-, a customer need to recharge his/her BSNL prepaid mobile number Rs 147/- STV.
What is the major impact of this tariff revision?
Now, to get UPC from BSNL mobile, you need to recharge with Rs 147/- if you don’t have any unlimited calling offer with 30 days validity. If your current plan/STV is having more than 30 days validity which is also bundled with unlimited voice calling benefits, you need not do any additional recharge vouchers.

I have recharged my BSNL mobile number 9497683927 for Rs.147 and tried to port my number. But the SMS is not working for the same.l can send other messages. Why
