    BSNL to extend Pay-by-Date of Bharat Fiber (FTTH) bills issued in July 2021 for 4 more days

    Bharat Sanchar Nigam Limited (BSNL) has announced the extension of pay-by-date of Bharat Fiber (FTTH) bills for 4 more days. This revised pay-by-date is applicable to BSNL FTTH bills issued in the current month (July 2021) only.

    BSNL has also declared that, this relaxation in pay-by-date is applicable to its FTTH (Bharat Fiber) customers across all the telecom circles. As per BSNL’s postpaid billing schedule, pay-by-date is normally on the 15th day from invoice date. At present, BSNL is issuing invoices to its customers on 3rd day of every month. According to BSNL postpaid billing schedule, the pay-by-date falls on 19th day of every month. In July 2021, BSNL FTTH customers can make their bill payment till 23-07-2021 without late fee or penalty.
    An Official statement from BSNL regarding the extension of Pay-by-date for FTTH bills in July 2021 read as follows:-
    FTTH franchisees are not able to collect FTTH bill payments from the customers through their FTTH wallets for the last few days due to some technical problems. The Wallet App is also not functioning and the FTTH partners are finding it difficult in collecting money from the customers. Accordingly, based on request from some circles, it has been decided to extend pay-by-date for 4 days in respect of the current month bill (issued in July, 2021) of FTTH in all circles.

    What is FTTH Wallet?
    BSNL FTTH Wallet is exclusive to BSNL’s Bharat Fiber (FTTH) Franchisees (TIPs/LCOs/MSOs). FTTH Wallet is beneficial to TIPs/LCOs/MSOs since they will get their commission on real-time basis. BSNL FTTH franchisee / LCO can directly accept payment from BSNL FTTH (Bharat Fiber) customers through FTTH Wallet. To make customer payment, a BSNL FTTH partner (TIP/LCO/MSO) need to purchase cash (load money) in his / her FTTH Wallet.
    There were some technical issues in BSNL FTTH Wallet payment system for the last couple of days and hence BSNL’s FTTH franchisees were not able to make customer bill payment in time. To resolve this issue, BSNL authorities has decided to extend the pay-by-date for 4 more days for the benefit of FTTH customers and Franchisees. This extended time will allow BSNL FTTH franchisees to make customer bill payment through their wallet system without any late fee.

    BSNL FTTH Wallet & Benefits to LCOs/TIPs

    As we already know, BSNL is aggressively providing Bharat Fiber (FTTH) connections all over India through TIPs/LCOs/MSOs. The PSU is signing revenue share agreements with telecom infrastructure providers, local cable operators, multi system operators in areas where BSNL FTTH is currently not feasible. With such agreements, the PSU could activate more than 1.1 Lakh new Bharat Fiber (FTTH) connections in last month i.e., in June 2021. It is expected that, this number may further increase in coming months since more and more new TIPs are being added by BSNL all over India.

    FTTH is a promising sector for BSNL as the present pandemic situation demands fixed line broadband internet connectivity to every house with assured bandwidth and stability. Apart BSNL, a large number of small ISPs are also competing in FTTH (Fiber Broadband) segment with other major players like Reliance Jio, Bharti Airtel, Vodafone etc. The major attraction of BSNL FTTH (Bharat Fiber) connection as compared to all other ISPs is its stability and performance. The PSU always offer more than 100% of assured bandwidth in all plans even in peak hours. As a result, customers from other ISPs started migrating BSNL FTTH for better performance for Work Form Home or Online Education.

    Invoice Date
    BSNL issues invoices to its postpaid customers on 3rd day of every month. This invoice is generated for his/her usage in the previous month.

    Pay-by-Date

    As per the revised schedule, pay-by-date will be the 15th day from invoice date. Pay-by-date is the last day up to which a customer can make payment without late fee. Customers can make payment at any time after the invoice generation. Pay by Date is the date up to which customers can make payment without any late fee. All bills paid after pay-by-date will be charged late fee at the rate of 2% of the billed amount (or minimum Rs 10/-). This late fee will be added in your next month invoice (next BSNL Bill).

    Outgoing Barring Date (OCB)
    As per the revised schedule, BSNL will be barring all outgoing voice calls and Data Services of unpaid customers on 22nd day from invoice date. It means, customers should make their payment before 22nd day from invoice date to get keep their service active. The service (Voice / Data) will be blocked/barred on 28th of every month (i.e., 22nd day after invoice date) for all unpaid customers. During this period, customers may enjoy incoming call facility.
    Incoming Barring Date (ICB)
    If a customer is still not clearing his/her outstanding dues within 15 days after outgoing barring date (OGB), BSNL will be forced to block all telecom service provided to him. After 15 days from OGB, incoming call facility also will be blocked by BSNL if payment was not realised. A customer can get incoming call facility for a maximum period up to 37 days after invoice date without making payment.
    Permanent Disconnection (PD / NPD)
    Non-payment Disconnection / Permanent Disconnection of service will be initiated only on 60 days after outgoing barring date (OGB). If a customer is not willing to make his payment even after 60 days of outgoing barring date (OGB), BSNL will permanently disconnect all telecom services offered to him. Further, BSNL will initiate legal revenue recovery proceeding for collecting all outstanding amount from such customers.

    What is dunning threshold ?
    Dunning threshold is the upper limit of billed amount for which telephone / service is not to be disconnected for non-payment, which is otherwise due for disconnection due to non-payment of bill. It means, if the payable amount in a bill is less than this threshold value, your number will not be disconnected for non-payment.
